Role of Educational Institutions in Identifying and Responding to Emerging Health Human Resources Needs

Abstract:

The healthcare system continues to evolve, requiring innovation to promote patient-centred, fiscally responsible healthcare delivery. This evolution includes changes to the skills and competencies required of the health human resources (HHR), both regulated and unregulated, who are central supports to healthcare delivery. This has become a priority agenda item at the international, national, provincial, regional and local levels. This paper describes the system factors that drive the emergence of HHR skill and competency needs, and explores the roles of various institutions in the identification of and response to HHR needs. Educational institutions play an important role in responding to emerging HHR needs. Their actual response to HHR skill and competency needs will ultimately depend on the risk posed to the organizations of either addressing, or not addressing, these needs. These decisions are complex and are balanced against strategic, operational and educational risks, benefits and realities within each given educational institution. Educational institutions - through their linkages with the workplace, industry, professional organizations and government - have a unique view and understanding of many facets of the complexity of HHR planning. This paper proposes that educational institutions play a pivotal role as levers in a more coordinated response to emerging HHR needs and, as such, should be intimately involved in comprehensive HHR planning.

An Up-Close Look at Seven Major Health Professions

Canadian Institute for Health Information (CIHI)

With more than one million people in Canada employed in health occupations it is crucial to understand who they are, their work patterns and how their workforce is evolving is vital in planning for the future of health care in Canada. CIHI's five reports provides the data of seven Canadian major health professions.

In a series of five new reports released December 1, 2008, the Canadian Institute for Health Information (CIHI) provides the latest available and most comprehensive data in Canada about the supply, distribution, migration, education, demographic trends and work patterns for seven major health professions. The reports highlight changes in workforce trends over several years for physicians, registered nurses, licensed practical nurses and registered psychiatric nurses, as well as recent data for occupational therapists, physiotherapists and pharmacists.

"More than one million people in Canada are employed in health occupations, working together as part of a health care team," says Francine Anne Roy, Director of Health Resources Information at CIHI. "The services offered by these workers are critical to the health and well-being of Canadians. Understanding who they are, their work patterns and how their workforce is evolving is vital in planning for the future of health care in Canada."

The OHA GHCF project is a joint OHA-Ministry of Finance project which supports and funds hospitals in implementing evidence-based initiatives that will deliver meaningful environmental and hospital operational benefits such as energy conservation or waste and water reduction.


As lead staff member for this project, your responsibilities will include:



  • Establish and deliver on a detailed project plan, project charter and communication plans
  • Establish partnerships with universities to support the creation and delivery of research papers and experiential academic curricula that will support hospitals in project designs
  • Supporting participating hospital and academic partners, you will:

    • Implement, coordinate and chair a Working Group of funded projects;
    • Organize and conduct quarterly site visits with project sites (sites could be throughout Ontario);
    • Monitor, assist and report on the progress of each project;
    • Provide evidence-based metrics, project management tools and guidelines;
    • Collect and publish project objectives, experiences and outcomes;
    • Coordinate a post-implementation review.
    • Develop experiential learning and networking opportunities to enhance Green Hospital practices across the province including conferences and symposia.


  • Support a Steering Committee and Expert Panel to provide governance of, and advice on, project deliverables and funding criteria
  • Through advice of the Expert Panel, issue a competitive application process through which hospitals may apply for project implementation funding from the GCHF; oversee a fair evaluation and selection process and reach transfer payment agreements with awarded hospitals
  • Work closely with the project partners to manage the GHCF project implementation and performance within budget, timelines and specifications
  • Explore partnerships with private sector, public sector and community organizations in alignment with project objectives
  • Provide contract management for consultant engagements
  • Research and disseminate relevant leading practices in alignment with the objectives of the GHCF

In addition, you will assist OHA’s Policy and Public Affairs Division with its responses to the expansion of environmental legislation, regulations and opportunities as they impact hospitals.


The ideal candidate will be a high-energy individual with well-developed project management skills. You possess a University degree in environmental science or related discipline. Proven experience with the challenges, opportunities, benefits and costs of the application of advanced environmental science within the business of hospitals or similar broader public sector organizations is essential. Public sector experience, particularly with hospital operations and facilities management experience is an asset.


In addition, you have the ability to establish and maintain positive working relationships with a wide range of stakeholders; have highly developed problem solving and consensus building skills, combined with the ability to exercise tact, diplomacy and professional conduct in order to influence stakeholders at various levels. You are a detail-oriented, organized self-starter with superior communication skills, research, and computer skills.

  • Developing, conducting and maintaining other annual compensation surveys for senior management, non-union and union groups across the hospital sector, etc.
  • Researching other general labour relations topics and issues in support of the Consultants on ad-hoc issues.
  • Supporting Consultants with Consulting Services projects conducted by Department on a fee for service basis.

Qualifications


This position will provide the successful candidate with an excellent background to progress to more responsible positions within the labour relations field and other areas of the Strategic Human Resources Management Division.


The successful applicant will possess an undergraduate degree in a relevant discipline combined with demonstrated related work, excellent research, analytical and statistical skills; superb computer skills and experience in database development and management, in particular Microsoft Access and Excel. In addition, you will have excellent oral and written communication, presentation and interpersonal skills. You are able to work under pressure and within multiple deadlines and be responsive within a dynamic environment. As Clinical Director, the successful candidate will lead the development of a compelling vision and future direction for this important CAMH Program; enhance the development and dissemination of evidence-based research; participate in the development of an integrated forensic mental health system that includes a continuum of services; develop relationships within the network of stakeholders in the mental health and criminal justice system; and foster collaboration among clinical, research (basic, clinical, and translational) and educational activities in accordance with the University’s and CAMH’s strategic goals.


The successful candidate will have a reputation as a leader within the international forensic mental health community and a track record of successful clinical leadership. A full appreciation of risk management within the context of forensic mental health is a foundational requirement. Academic qualifications commensurate with appointment are required.

Abstract:

Successful next-generation healthcare must deliver timely access and quality for an aging population, while simultaneously promoting disease prevention and managing costs. The key factors for sustained success are a culture with aligned goals and values; coordinated team care that especially engages with physicians and patients; practical information that is collected and communicated reliably; and education in the theory and methods of collaboration, measurement and leadership. Currently, optimal population health is challenged by a high prevalence of chronic disease, with large gaps between best and usual care, a scarcity of health human resources - particularly with the skills, attitudes and training for coordinated team care - and the absence of flexible, reliable clinical measurement systems. However, to make things better, institutional models and supporting technologies are available..

Abstract:

With the U.S. struggling with a growing obesity epidemic, employers across the nation are wondering which fitness, exercise and weight-loss regimens might best fit with their workforce. There are dozens of concepts and programs available for employers which can make it difficult to select the most appropriate one. The best choice though, might be cold, hard cash.

A study published in late 2007 shows that even a small amount of money can encourage people to make healthier choices and lose weight. Led by Eric Finkelstein, director of the public health economics program at RTI International, a research institute based in Research Triangle Park, N.C., the study tested how effective two levels of modest financial incentives would be for some 200 overweight employees from nearby North Carolina colleges.

All participants were at least 18 years old and considered overweight or obese, as defined by the national body mass index. They were divided into three groups - one group received no incentives, and the other two were given $7 or $14 for each percentage point of weight loss. For a 200-pound person, losing 1% of his body weight would equal two pounds.

Role of Educational Institutions in Identifying and Responding to Emerging Health Human Resources Needs

Abstract:
The healthcare system continues to evolve, requiring innovation to promote patient-centred, fiscally responsible healthcare delivery. This evolution includes changes to the skills and competencies required of the health human resources (HHR), both regulated and unregulated, who are central supports to healthcare delivery. This has become a priority agenda item at the international, national, provincial, regional and local levels. This paper describes the system factors that drive the emergence of HHR skill and competency needs, and explores the roles of various institutions in the identification of and response to HHR needs. Educational institutions play an important role in responding to emerging HHR needs. Their actual response to HHR skill and competency needs will ultimately depend on the risk posed to the organizations of either addressing, or not addressing, these needs. These decisions are complex and are balanced against strategic, operational and educational risks, benefits and realities within each given educational institution. Educational institutions - through their linkages with the workplace, industry, professional organizations and government - have a unique view and understanding of many facets of the complexity of HHR planning. This paper proposes that educational institutions play a pivotal role as levers in a more coordinated response to emerging HHR needs and, as such, should be intimately involved in comprehensive HHR planning.

One of the great truisms of 21st-century workplaces is that change is relentless. As management experts observe, in a world of heightened risk and uncertainty, the expectation of constant workplace change almost becomes comforting. The downsizing, restructuring, mergers and acquisitions that so many Canadian employees have experienced firsthand are proof enough that change has become the norm.
